241 Mr. Haughey asked the Minister for Justice, Equality and Law Reform the action, if any, that could be taken to prevent cyclists riding on footpaths and the parking of cars on footpaths in the Dublin 3 area and elsewhere; and if he will make a statement on the matter. [12738/98]

Cycling on footpaths is an offence under Article 13, of the Road Traffic (Traffic and Parking) Regulations, 1997. Article 36(2)(1) of the same regulations prohibits the parking of a vehicle on a footway, a grass margin or a median strip. The enforcement of the above mentioned regulations is given a high priority by the Garda. Where breaches of the regulations are detected they are dealt with by way of prosecution or caution.
