83 Mr. Quinn asked the Minister for Foreign Affairs if his attention has been drawn to the document, A People's Vision, presented to British Prime Minister, Mr Tony Blair, MP, the Chair of ASEM II, just prior to the recent summit and which was worked on by many organisations in both Europe and Asia since ASEM I and signed up to by organisations representing many millions of people in both regions and by many organisations in Ireland; the steps, if any, he will take to ensure that the Irish Government's representative on the ASEM vision group will use this document as a reference point in the coming months; and if he will make a statement on the matter. 84 Mr. Quinn asked the Minister for Foreign Affairs the steps, if any, the Government will take to ensure that a person (details supplied) appointed to be the Irish member of the ASEM vision group will consult with those Irish organisations concerned with issues regarding human rights, environmental protection and trade union recognition; and if he will make a statement on the matter. I propose to take Questions Nos. 83 and 84 together.

The Deputy will be aware that the ASEM vision group was established at the ASEM II summit held in London on 2-4 April this year following an initiative taken by the President of the Republic of Korea at the first ASEM summit in Bangkok two years ago. The ASEM process is aimed at developing a comprehensive partnership between Asia and Europe. In order to promote more fully the potential for enhanced co-operation, it was considered that it would be beneficial to pool the wisdom of those outside immediate government circles who could offer forward-looking and constructive ideas for the future progress of the process. In this way, it is intended that a medium to long-term vision of future activities will emerge which will help guide ASEM into the 21st century. This vision group which was established in London two months ago will review the present state of Asia-Europe relations and will make recommendations on measures that can advance a comprehensive Asia-Europe Partnership.

The document entitled A Peoples's Vision to which the question refers offers suggestions and recommendations for the future development of the ASEM process. I have no doubt this document will be considered with great interest by all members of the vision group, including the Irish representative on that body who is the former Taoiseach, Deputy Albert Reynolds.

Deputy Reynolds has been appointed in his personal capacity as the Government's representative on the ASEM vision group. It is accordingly a matter for his judgment how the important task with which he has been entrusted should best be carried out. I have every confidence, however, that Deputy Reynolds will take into account the views of all relevant Irish organisations in contributing to the deliberations of the group.
