109 Mr. Gregory asked the Minister for the Environment and Local Government the plans, if any, he has to introduce dog breeders licences, as recommended by the Cork Society for Prevention of Cruelty to Animals, to ensure against cruel practices as outlined in media reports (details supplied). The law relating to cruelty to animals is set out in the Protection of Animals Acts, 1911 and 1965, administered by the Department of Agriculture and Food. My Department's responsibilities in relation to animals, relate to the licensing and control of dogs. Section 18 of the Control of Dogs Act, 1986, provides that a person who is convicted of the offence of cruelty to a dog may, in addition to any penalty prescribed under those Acts, be disqualified from keeping a dog for such period as the court thinks fit. I intend to arrange for consultations with animal welfare interests to explore any dog control related problems arising in the context of intensive breeding of dogs. I will consider what action, if any, may be required following these consultations.
