364 Mrs. T. Ahearn asked the Minister for Education and Science if his attention has been drawn to the unequal treatment given by his Department to teachers who are substituting while a job is being advertised and are not termed substitutes but temporary by his Department; his views on whether equal work is not getting equal pay; and if he will make a statement on the matter. [24342/98]

There is a very distinct difference between a substitute teacher and a temporary teacher. The former is appointed to replace a teacher absent on paid leave while the latter is appointed to a vacancy pending the permanent filling of the vacancy by open competition. Substitute teachers are paid a daily flat rate of pay while temporary teachers are paid by reference to an incremental salary scale.

It appears that the person to whom the Deputy refers was offered a substitute post by the managerial authorities of the school whereas the capacity of the appointment should have been temporary. While the person's qualifications are acceptable for the purposes of providing substitution, they are unacceptable for the purposes of providing temporary trained service with the resultant differing rates of pay.
