Question:

422 Ms Shortall asked the Minister for Education and Science if he will allow the application for a higher education grant by a person (details supplied) in County Offaly on the grounds of the exceptional circumstances relating to the family's income situation. [24895/98]

Under the terms of the third level student support schemes, a candidate's reckonable income for the purposes of the award of a grant is the candidate's gross income from all sources and that of his or her parents or guardians where applicable.

I understand from Offaly County Council that the reckonable income in this case exceeds the income limit for the payment of a maintenance grant. Based on the details of reckonable income supplied, the student in question qualifies for a fees only grant.

If the student wishes to have the exceptional circumstances, as outlined by the Deputy, in regard to the one-off overtime earnings taken into account for the assessment of income, full written evidence should be submitted to Offaly County Council in order to have the application reassessed.
