I do not propose to introduce a scheme for disclosure of donations and limitation of election expenses at local elections as envisaged under section 72 of the Electoral Act, 1997. I will be bringing forward proposals for an alternative scheme under the Local Elections (Disclosure of Donations and Election Expenses) Bill, 1999 which I hope to publish as soon as possible.
