There was a problem with a parcel of land on the area aid application of the person concerned. Following contact with the applicant, maps have been received and are at present being processed in the area aid unit. Any payments that may arise will issue as soon as possible.

129 Mr. Ellis asked the Minister for Agriculture and Food if headage and suckler pay ments will be made to a person (details supplied) in County Sligo). [3778/99]

The person named applied on 25 cows under the 1998 suckler cow premium scheme and the 1998 cattle headage scheme. At an inspection carried out on 12 November 1998, it was found that one of the animals applied on was not in his ownership and possession at the date of application. Accordingly, the person named has been informed by my Department that he will receive a reduced payment under the 1998 suckler cow premium scheme.

Under clause 11(i) of the terms and conditions of the 1998 cattle headage scheme, the scheme is open to producers who occupy and farm at least three hectares, 7.5 acres, of utilised agricultural land and who reside in the designated area in which their holding is situated. A farmer resident outside the disadvantaged areas but whose holding or part, at least three hectares, of his/her holding is within a designated area may be eligible for grants under the scheme if he/she resides within 70 miles of his/her disadvantaged areas lands. As the person named is understood to be living in England, he is consequently not eligible to participate in the scheme.

The person named has been given the opportunity to appeal these decisions by writing to my Department setting out any facts which he may wish to put forward to support his case. Any such appeal will be considered.

Without a valid area aid application for the relevant year, headage payments cannot issue to a herdowner. The person named did not submit an area aid application in 1998 and consequently payments cannot issue in respect of a 1998 cattle headage application.

My Department did not receive an application from the person named under the 1998 suckler cow premium scheme.

A number of plots listed on the area aid application of the person named had to be digitised. This has been done and the application is now processed. Outstanding headage and premia payments will issue as soon as possible.
