Question:

394 Mr. R. Bruton asked the Minister for Education and Science the current scope of remedial intervention at primary and secondary levels, distinguishing the number of schools and pupils served by a full time remedial teacher, the number of schools and pupils served by a shared remedial teacher and the number of pupils who received remedial support; and the separate staff costs and material costs of the scheme. I propose to take Questions Nos. 384 and 394 together.

At primary level there are at present 1,302 remedial teachers.

The information requested by the Deputy regarding the number of schools served by each remedial teacher and the breakdown between full time and shared remedial teachers is not readily available. An inordinate amount of time would be involved in obtaining this information.

The following table details the number of remedial posts allocated in each county, together with the number of schools and pupils who currently have access to this service at primary level.
My Department does not have data on the number of pupils who receive remedial support at any given time. The service is targeted at those most in need of assistance, who would normally be assessed as being at or below the 10th percentile on standardised tests in basic literacy or numeracy, or their equivalents.
The salary costs of the remedial service at primary level amount to approximately £32 million. Additional expenditure of approximately £260,000 is made in respect of material or equipment grants to remedial teachers at primary level.
At second level there are 350 ex-quota remedial posts. In the voluntary secondary, community and comprehensive sectors, the posts are allocated to individual schools. In the vocational sector the posts are generally allocated on a VEC scheme basis and it is a matter for the relevant chief executive officer, with the agreement of the VEC, to allocate the resource to individual schools within the VEC scheme.
The total enrolment in the second level schools which have access to an ex-quota remedial service is approximately 217,100.
The salary costs of the remedial service at second level amount to approximately £8.7 million.
The Deputy will be aware of my recent announcement that from next September a remedial teacher service will be available to all primary and second level schools.
