Question:

32 Mr. Finucane asked the Minister for the Marine and Natural Resources when the strategic review of the inshore fisheries will be completed; and the terms of reference for the review. [8018/99]

My review of the inland fisheries service has the overall aim of improving and modernising the operational and structural arrangements of the central and regional fisheries boards. The review is focusing in particular on bringing clarity to the relative roles and responsibilities of the boards, as well as the Department, and to enhancing the local and regional dimension of the fisheries service. I want to ensure that services are delivered effectively and efficiently, and that responsibility for management and development is devolved as appropriate to the regional boards. I also want to ensure that the composition of the boards duly reflects the interests of those with a direct involvement in fisheries as well as other complementary and relevant interests in line with the subsidiarity principle. The review is also examining a number of key issues related to better delivery of service including the planning and reporting process, accountability and the efficient deployment and management of human and financial resources at national and regional level.

The review is currently being completed by my Department for my consideration. I will be bringing forward proposals for Government shortly on the necessary degree of legislative and organisational change.
