Cecilia Keaveney

Question:

204 Cecilia Keaveney asked the Minister for Agriculture and Food the position in relation to a headage and area aid payment for a person (details supplied) in County Donegal; and if he will make a statement on the matter. [9591/99]

This area aid application was randomly selected for inspection, after which the person concerned was requested to supply documentary evidence of his right to claim land included in his application because the land is unregistered and a number of other applicants are claiming the land as commonage. In order to have this matter finalised either the applicant must submit documentary evidence to support his application or agree some other solution with those disputing the issue.

Question:

205 Mr. Creed asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork who has returned all of the relevant maps has not received 1998 sheep headage. [9622/99]

The area aid application for the person concerned has been processed. However, the applicant provided insufficient detail in relation to the land being claimed. My Department contacted the person concerned and maps were received in relation to the land. These maps have been processed but the difficulties have not been resolved.

My Department has again contacted the person concerned who has undertaken to submit additional information in order to finalise this matter.

Question:

206 Mr. Creed asked the Minister for Agriculture and Food if a person (details supplied) in County Cork is due outstanding payments under his 1998 area aid application; and, if so, if payment will issue as soon as possible; and if he is entitled to benefit under the new fodder scheme. [9623/99]

The person named was paid his full entitlement of £828.20 under the 1998 cattle headage scheme on 5 November 1998.

With regard to the 1998 special beef premium scheme, the person named was paid 80 per cent advances of £360.68 in respect of his first application under the 22 months scheme and £72.13 in respect of his second application under the 22 months scheme on 10 November 1998. The balances will be paid next month.

The person named received a payment of £300 in December under the milk quota element of the 1998 winter fodder scheme and now qualifies for a top-up of 50 per cent under the 1999 scheme. Payment of £150 will be made shortly.

207 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage and premia payments. [9653/99]

In the absence of an original 1998 area aid application form, my Department has accepted the copy of the form and the certificate of postage submitted by the Deputy on behalf of the person named.

The application is however incomplete and the area aid unit has written to the applicant in this regard. The application will be further processed on receipt of a reply.

208 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a fourth year payment of the REP scheme. [9654/99]

Following an on-farm inspection carried out in relation to the REPS application from the person named it has emerged that there is a discrepancy between the area of land declared under REPS and that declared in the area aid application.

An explanation for the discrepancy has been requested. The application will be considered further when this is received.

209 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 cattle and sheep headage and a suckler cow premium. [9655/99]

A commonage in which the applicant was claiming a share has been queried. The applicant has been written to, requesting that she provide proof of entitlement to the commonage area claimed by her. A reply has not yet been received from the person named. The application cannot be further processed by my Department until a reply is received along with the necessary supporting documentation.

210 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1998 ewe premium. [9656/99]

Payment of the final instalment of the 1998 ewe premium was made to the person named on 14 April 1999.

211 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1998 suckler cow premium. [9657/99]

As outlined in my response to Parliamentary Question No. 111 on 24 March 1999 the person named is not entitled to payment under the 1998 scheme.

212 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will have 1998 headage and premia payments made in view of the fact that he submitted a registered letter to the area aid unit verifying his commonage holding. [9658/99]

As stated in my reply to Parliamentary Question No. 219 on 16 of February 1999, the problem on the area aid application of the person named is due to the commonage shareholders cumulatively claiming an area in excess of the gross area of the commonage.

My Department has taken the matter up with all the applicant shareholders in this case. A letter and documentation was received from the person named stating his share, but the documentation submitted was not sufficient to support his claim on the commonage. The person has been written to again in this connection and his area aid application cannot be finalised until an appropriate response is received.

213 Mr. Ellis asked the Minister for Agriculture and Food if 1998 sheep headage will be paid to a person (details supplied) in County Sligo. [9662/99]

The person named received his full entitlement under 1998 sheep headage and top-up on 13 October 1998 and 30 November 1998, respectively.
