Question:

68 Mr. Howlin asked the Minister for the Environment and Local Government when he will make an order under the Local Government Act, 1991, to establish new group regional authorities; the counties which will constitute each such authority; the proposed powers and functions of the authorities; and if he will make a statement on the matter. [10843/99]

The order to establish the two new regional authorities will be made as soon as possible. The two authorities will have the following responsibilities; managing new regional programmes in the next community support framework; advising the Government on the regional dimension of the National Development Plan; monitoring the general impact of all EU programmes of assistance under the community support framework in their areas; promoting co-ordination of the provision of public services in their areas.

The constituent local authorities of each of the regional authorities will be as follows:
