107 Mr. Gilmore asked the Minister for the Environment and Local Government the reason EU Directive 91/439/EEC has not been implemented; if his attention has been drawn to the fact that insulin treated drivers who suffer from diabetes are not permitted to hold a class C and D driving licence; and if he will make a statement on the matter. 114 Mr. J. Bruton asked the Minister for the Environment and Local Government the reason the recommendations of EU Directive 91/439/ EEC have not been implemented; when they will be implemented; and if his attention has been drawn to the fact that, under the directive and Irish legislation, insulin diabetics from a number of EU countries may bring their class C1 and D1 vehicles into Ireland and drive here while Irish drivers similarly affected are debarred from driving such vehicles under the Road Traffic Act, 1989. I propose to take Questions Nos. 107 and 114 together.

Most of the requirements of Council Directive 91/439/EEC on driving licences have already been transposed into Irish regulations. Work on implementing the outstanding requirements of the directive will be completed later this year. As part of this process, the prohibition on persons with insulin dependent diabetes from driving higher category vehicles is under review.
