Question:

209 Mr. Hayes asked the Minister for the Environment and Local Government when multi-annual budgeting for the local authority housing programme will be introduced; the effect, if any, on the current allocation of funds from his Department to each local authority in view of his recent announcement concerning additional support for the capital building programme; if local authorities will be asked to submit additional plans for house building during 1999; and if he will make a statement on the matter. Local authorities have been notified by my Department that a multi-annual local authority housing programme of 22,000 house starts over the next four years is to be introduced from next year. Each local authority will be required to draw up a four year programme to be agreed with my Department. Authorities have now been requested to set in train the necessary preparatory work in identifying schemes for inclusion in an overall housing programme as well as identifying any building land requirements. The housing construction programme for the current year for which the necessary funding is in place is unaffected by the proposal to introduce a multi-annual housing programme for the period 2000-2003.
