It is not possible to implement the Act as it stands because the structures which the Act envisages would not be capable of handling the level of asylum applications being made in the State. The Minister intends to bring forward amendments to make the Act workable by way of the Immigration Bill, 1999, which is currently at the Select Committee on Justice, Equality and Women's Rights. These amendments are at an advanced stage of preparation and it is expected that they will be published shortly.
