Question:

27 Mr. M. Higgins asked the Minister for Social, Community and Family Affairs if his attention has been drawn to the fact that those who are studying for a national certificate in computing and have been advised to continue their education for a diploma or degree have been told that they must break their education and sign on for a year before they become entitled to receive further educational assistance; his views in this regard; and if he will make a statement on the matter. It is assumed that the Deputy is referring to a situation whereby a participant on the back to education allowance has completed a course leading to a national certificate and wishes to pursue an "add-on" diploma/degree at an institute of technology.

The back to education allowance is payable to eligible participants at the maximum standard rate of unemployment benefit for the duration of the approved course of education. Where a person obtains an undergraduate qualification while in receipt of the back to education allowance and wishes to pursue an add on undergraduate course in the following academic year, he or she will again qualify for the allowance provided he or she continues to satisfy the eligibility requirements. In that regard it is necessary for the person to contact the Department again to re-establish their entitlement to the allowance prior to commencing the further course of study.
