Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business, I propose to deal with a number of notices under Standing Order 31 dealing with two different topics. I propose to deal with these two topics separately and I will call on Deputies in the order in which they submitted their notices to my office. In regard to the first topic, I received notice from Deputy Gormley and I now call on him to state the matter.

Under Standing Order 31, I move that the business of the House be suspended to debate the following issue of urgent public importance, namely, the increase in the number of evictions and, in particular, the latest attempt at eviction of a young man in St. Ultan's Flats, Charlemont Street; the huge increase in rents in Dublin and elsewhere and the urgent need to introduce legislation for security of tenure and the freezing of rents for a three year period.

Having considered the matter fully, I do not consider it to be contemplated by Standing Order 31. Therefore, I cannot grant leave to move the motion.

In regard to the second topic, I received notice from Deputy Sargent. I now call on the Deputy to state the matter.

Under Standing Order 31, I move that the normal Dáil business be suspended to deal with the serious reports of malpractice in polling stations recently where helpers of voters with a mental handicap were observed marking ballot papers of their charges while the voters' attention was distracted, and that the Dáil introduce independent supervision of voting by people with mental handicap.

Having considered the matter fully, I do not consider it to be contem plated by Standing Order 31. Therefore, I cannot grant leave to move the motion.
