Question:

39 Mr. Ferris asked the Minister for Education and Science the plans, if any, he has to introduce a specific programme within schools to warn children of the dangers of drugs in sport; and if he will make a statement on the matter. [15604/99]

The Minister for Education and Science reiterates the Government's commitment to the objective of creating a sporting environment that fosters the pursuit of excellence and fulfilment in sport by safe, fair and ethical means. In pursuit of this objective and, as a signatory to the Council of Europe Anti-Doping Convention, the Government is pledged to take the necessary steps to exclude the use of banned doping agents and doping methods which may influence the performance of participants in sport.

Within the physical education programme students are taught to plan, prepare for and participate in physical activity in order to develop the essential skills, understanding, attitudes and values which promote informed decision making, encourage participation in physical activity and support the maintenance of a healthy lifestyle.

The emphasis in the physical education programme is on the enrichment of the student as a

person. This will be achieved by providing a series of learning experiences designed to contribute, in a holistic way, to individual and collective well being.

The proposed new leaving certificate programme in physical education, which is planned

for introduction in 2001 has, as one of its components, the study of the psycho-social aspects of physical activity, A range of issues will be addressed under this heading, including: contemporary trends in physical activity, ethics and competitions, deviance, cultural trends.

As can be seen from this list the issues of substance misuse in sport can be examined from a number of perspectives.

It is important to note in this regard that, for the vast majority of young people, participation in sport is a healthy and fulfilling activity, While it is acknowledged that there are certain instances of substance misuse the value of participation must at all times, be recognised and encouraged.
