Written Answers. - Early School Leaver Programmes.

Question:

44 Mr. Hayes asked the Minister for Education and Science the plans, if any, he has to mainstream the comprehensive pathway approach which has been central to the youthstart programme; and if he will make a statement on the matter. [15528/99]

The comprehensive pathway approach developed under the youthstart initiative embraces the combination of a range of features in programmes for early school leavers or other disadvantaged groups, embracing outreach, recruitment, induction, the integration of personal development, education, communications skills, training and work experience, the provision of supports such as guidance and counselling, and good linkages to employment opportunities. My Department participates in a European thematic cluster network led by the youthstart national support structure in Ireland to share best practice and new learning in this area.

The integration of these concepts into early school leaver programmes is an ongoing feature of the work of Youthreach and senior traveller training centre programmes. The programmes are designed to provide integrated general education, vocational training and work experience, and contain a central focus on personal development, literacy/numeracy, IT and communications skills allied with a range of vocational options. Local referral networks are in place linking the providers of Youthreach with other services including area based partnerships, local employment services, schools, juvenile liaison, probation and welfare, employers, youth services and relevant community groups.

My Department maintains close contact with a range of interest groups and the youthstart national support structure with a view to ensuring that the quality and delivery of the programme continues to evolve in line with changing needs.
