Written Answers. - Kerbside Recycling Facilities.

185 Mrs. Owen asked the Minister for the Environment and Local Government if resources will be made available to Fingal County Council to extend the Kerbside recycling facility to all households in Fingal; and if he will make a statement on the matter. [15777/99]

I understand that Fingal County Council propose to provide additional funding to Kerbside Dublin Limited to enable that company to further extend during 1999 the "kerbside" collection of recyclable materials within the functional area of the council.

In so far as the financing of waste services is concerned, regard must be had to the need to give effect to the polluter pays principle. The 1998 policy statement on waste management, Changing our Ways, strongly advocates that local authorities move rapidly towards full cost recoupment for the waste services which they provide, by means of use-related waste charges levied on all waste producers, including households and commercial-business concerns. Currently, Fingal County Council is one of a small minority of local authorities which does not levy household waste charges.
