Question:

87 Ms Shortall asked the Minister for Public Enterprise further to Parliamentary Question No. 145 of 15 June 1999, the position regarding the pension entitlements of former employees of the Department of Posts and Telegraphs; if she will ensure that former employees' pensions will be linked to the grade at which they retired and other equivalent grades which were subsequently created following the establishment of Telecom Éireann in 1983; and if she will make a statement on the matter. The superannuation arrangements of former employees of the Department of Posts and Telegraphs who transferred to Telecom Éireann on vesting day are comprehended by the provisions of section 46 of the Postal and Telecommunications Services Act, 1983, as amended by the Postal and Telecommunications Services (Amendment) Act, 1999. The legislation provides that, for such former employees of the Department of Posts and Telegraphs, the superannuation scheme shall provide for not less favourable conditions than those to which they were entitled immediately before the vesting day.

Policy administration in this area is essentially a matter for the company, subject of course to the legislation. I am advised that it is the current policy of Telecom Éireann that pensions are linked to increases granted to appropriate serving staff and that there are no proposals at present for a change in policy in this regard.
