The Taoiseach's newspaper article sets out the Government's approach to Partnership for Peace in clear terms, and was an introduction to the Government's explanatory guide on Partnership for Peace, which was launched the same day, 20 May 1999. The explanatory guide, which was distributed to all Deputies, contains a full elaboration of the comments made by the Taoiseach.
