Question:

911 Mr. M. Higgins asked the Minister for Education and Science if he has satisfied himself with the operation of the supplementary panels for teachers in different subjects at second level; and the proposals, if any, he has on the matter. [18032/99]

The redeployment scheme for lay teachers in Catholic secondary schools, which provides for the creation of the supplementary panel, is the result of an agreement between the religious/clerical authorities of the Catholic secondary schools and the Association of Secondary Teachers, Ireland.

An independent administrator is appointed by the parties to the scheme to administer the scheme.

It is clear that the scheme has many deficiencies and does not allow the sort of flexibility which would allow for the effective use of all teaching resources within the system.
