Request to move Adjournment of Dáil under Standing Order 31.

I propose to deal with a notice of motion under Standing Order 31 from Deputy Joe Higgins. I call on Deputy Higgins to state the matter of which he has given notice to me.

(Dublin West): I seek the adjournment of the Dáil under Standing Order 31 to discuss an issue of major public importance – the decision of the Government to ignore the wishes of the Irish people by moving to bring the country into an affiliate of NATO known as Partnership for Peace without a major national debate on the implications of this move and a referendum of the Irish people.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
