Question:

116 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 cattle and sheep headage. [20215/99]

Payment of the 1999 sheep headage grant will be made to the person named shortly.

The person named applied on ten animals under the 1999 cattle headage scheme. Clause 33(d) of the terms and conditions of the scheme requires that animals must be registered with the national calf birth registration service. Two of the animals applied on, TDTF0004T and TDTF003V, were not registered. The person named was written to by my Department on 28 August 1999 requesting that the animals be registered. Since the animals remain unregistered the person named will receive a reduced payment under the scheme. Payment will be made shortly.

John Perry

Question:

117 Mr. Perry asked the Minister for Agriculture, Food and Rural Development if his attention has been drawn to the area aid difficulties of a person (details supplied); if the problems will be resolved to ensure that headage is paid; and if he will make a statement on the matter. [20216/99]

The person named included 6.46 hectares on his 1999 area aid application. This application has been fully processed and found to be in order, and a cattle headage payment has already been made.

In 1998, the herdowner included 11.39 hectares on his area aid application. One of the parcels claimed by this person was also being claimed by another herdowner. Letters accompanied by maps issued to both herdowners with a view to resolving the dispute. The other herdowner involved provided proof of his entitlement to claim the parcel in question. This reduced the area found of the above named to 6.46 hectares. Under article 9 of EU Regulation 3887/92 as the difference was greater than 20 per cent, a 100 per cent penalty was applicable to his 1998 application.
