Question:

216 Mr. Allen asked the Minister for Health and Children the steps, if any, he will take to comply with directives put forward by the European Commission on 16 November 1999 regarding the title rules on the content and labelling of cigarettes. [25920/99]

The European Commission has proposed a directive in this area. The measure proposed will have to be considered by the Council of Ministers and the European Parliament. If agreement is reached between all the institutions the measure will be adopted and will include arrangements for transposition into national law.

I welcome this proposal but during negotiations I expect that the member states, including Ireland, will wish to propose amendments. It is also probable that the European Parliament will wish to make amendments.
