Michael Finucane

Question:

125 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development his views on whether it is fair and justified to have the depopulation grant and headage grant reduced for a person (details supplied) in County Limerick; and if he will make a statement on the matter. [25800/99]

The holding of the person in question was restricted under the brucellosis eradication scheme. Under the grant categorisation arrangements, the herd qualified for category 3 compensation rates. Except for an outstanding compensation matter relating to two deceased animals, for which a written claim from the person in question is required, all category 3 reactor and depopulation grant entitlements have been paid.

Other than the five applications, as detailed beneath for the 1999 special beef premium, no applications were received for grant payments in 1998 and 1999 from the person in question: 26 animals on the 22 month special beef premium on 15 February; four animals on the 22 month special beef premium on 13 May; four animals on the ten month special beef premium on 18 May; six animals on the ten month special beef premium on 15 July; and 59 animals, 19 on ten months and 40 on 22 months, on 25 November. Some 60% payments in respect of the first four applications issued on 1 November 1999.

Some 60% payments in respect of the November application is expected to issue in February 2000. This is the earliest date that payment can issue due to retention period requirements. The balance and, in addition, any extensification premium due will be paid next year after the expiry of any relevant retention period(s) and completion of all checks.
