Jim Higgins

Question:

127 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not been paid headage. [25804/99]

The person named applied on 62 animals, including 26 dairy cows, under the 1999 cattle headage scheme. Since only ten dairy cows are eligible for payment under this scheme, the grant was calculated on the basis of 46 animals. The grant of £1046.00 due under this scheme was recouped by my Department against an over-payment which has occurred under the rural environment protection scheme.

John McGuinness

Question:

128 Mr. McGuinness asked the Minister for Agriculture, Food and Rural Development if he will reconsider the claim for 1998 area aid in the case of a person (details supplied) in County Kilkenny; and if he will issue the amount or part of it which was claimed by him. [25840/99]

The herdowner was informed on 13 September 1999 that the appeal which he lodged concerning his 1998 area aid application was unsuccessful. I understand this case is currently being examined by the Office of the Ombudsman.

Michael Finucane

Question:

129 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Limerick had her REP scheme grant cut by 25% due to late application. [25841/99]

Under the revised terms and conditions of the REP scheme, applicants have two months from the anniversary date of their commencement in the scheme to lodge second and subsequent year applications. All planning agencies have been informed of this change and each applicant is notified with their application form of the revised time scale for submission and the consequences of late submission.

A 25% penalty may be imposed for applications received in the third month following the anniversary date. In this case the application should have been received no later than 30 June 1999 but was not received until 19 July.
