Question:

101 Mr. M. Brady asked the Minister for Public Enterprise her views on whether the new Office of Aviation Regulation should be staffed in a balanced fashion by personnel drawn from both public and private sectors to provide the best range of advice and experience in relation to regulatory issues; if she will make provision in legislation to give a statutory basis to the office; if she will introduce provisions in 2000 relating to human resource matters in order to avoid a recurrence of the problems at the Office of the Director of Telecommunications Regulations; and if she will make a statement on the matter. The staffing arrangements for the new office of aviation regulation will be fully dealt with in the legislation currently being prepared to give that office a statutory basis.

At separate meetings with those staff in my Department who are working in areas or functions likely to be transferred to the new office, both I, and the recently appointed director of aviation regulation, have given assurances that full consultation and discussion will take place with them and their staff representatives in relation to staffing matters.
