Question:

324 Mr. Ring asked the Minister for the Environment and Local Government if he will extend the car testing regulations in order that garages in possession of traded-in second hand cars can get them tested, including those cars whose tax discs have expired, in order that they can be re-sold as tested; and his views on whether it is fair to consumers that garages can sell second hand cars which have not been tested. The Road Traffic (National Car Test) Regulations, 1999, provide inter alia for the phas ing-in of compulsory car testing, with pre-1992 registered cars being tested this year. The regulations provide for the carrying out of the test up to 60 days in advance of the anniversary of the first registration date.

My Department has agreed to a request from motor trade interests for a meeting to explain certain concerns of theirs about these arrangements.
