74 Dr. Upton asked the Minister for Defence the plans, if any, he has to update the legislation governing the organisation and operation of the Irish Red Cross in view of the fact the original legislation was enacted more than 60 years ago; and if he will make a statement on the matter. [4538/00]

I propose to take Question Nos. 21, 23 and 74 together.

The society is an autonomous body with full powers to manage and administer its affairs through its governing body the central council. I am also mindful that a fundamental principle of the International Committee of the Red Cross is that all Red Cross and Red Crescent Societies enjoy freedom from political involvement worldwide. My Department, as in the past, is available to provide help and assistance to the society as and when requested.
Following the appointment of a new secretary general to the Irish Red Cross Society in 1999, one of the first tasks he undertook was a strategic review of the operation of the society. I am informed that the strategic review will encompass the views and opinions of all organs of the society to ensure the strengthening and development of the society. I understand this review will be inclusive, involving volunteers and all staff members. The Red Cross is being assisted by a consultant in these matters. It is intended that the review will be completed by mid-2000. It may transpire that legislative changes may be required at that time and my Department will respond as required in this regard.
I am confident that the problems being experienced currently in the society will be addressed adequately within the terms of the strategic review. As I have previously indicated I have no function in the day-to-day administration of the Red Cross Society.
