Question:

149 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Cork had a financial penalty deducted from his 1999 cattle headage payment. [4844/00]

The person named was paid his entitlement under the 1999 cattle headage scheme in accordance with clause 26 of the terms and conditions governing the scheme. This clause provides that an applicant qualifying for disadvantaged areas beef cow grants may not receive more than £89.62 per hectare of the total forage area and not more than £55.99 per forage hectare in respect of other headage grants. He applied on seven beef cows and seven other animals under the scheme and had declared, under his 1999 area aid application, total forage amounting to 8.21 hectares. This entitled him to payment of £605.48 under his 1999 cattle headage application.
