Question:

232 Mr. Hayes asked the Minister for the Environment and Local Government to clarify the position regarding the rights of private driving instructors to enter housing estates for the purposes of training inexperienced drivers; his views on the worry and concern of many residents in this regard; the plans, if any, he has to allow local authorities to designate certain routes within their administrative area for the purposes of training inexperienced drivers and if he will make a statement on the matter. [6092/00]

All persons driving a mechanically propelled vehicle in a public place are subject to the general requirement to do so with due care and attention.

Road traffic legislation does not provide a basis for the designation or restriction of routes for the purpose of driver instruction, and there is no proposal in this regard.
