Question:

115 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo did not receive 1999 headage and premia payments. [6590/00]

A herdowner must submit a valid area aid application for the relevant year in order to be considered for payment of headage grants. No area aid application was received from the person named for 1999 and consequently no area aid related payments can be made.

Producers who have not submitted an area aid application can however be paid premia on up to a maximum of 15 livestock units under the special beef premium and suckler cow premium schemes. Accordingly, the person named was paid on 11 animals declared under the special beef premium scheme. This is equivalent to 6.6 livestock units. The applicant was therefore entitled to payment on a further 8.4 livestock units under the 1999 suckler cow premium scheme, 15 – 6.6 = 8.4. He was paid both an advance of £671.02 , and a euro top up of £59.55 on 20 December 1999 and a balance of £447.35 on 7 February 2000 which is full entitlement under the scheme.

116 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive payment under the installation aid scheme. [6591/00]

The application in this case cannot be further processed until supporting documentation, which has been requested from the person named on two occasions, has been received by my Department.
