167 Mr. Penrose asked the Minister for Agriculture, Food and Rural Development if the application for installation aid by a person (details supplied) in County Westmeath will be reviewed as he completed his certificate in farming; and if he will make a statement on the matter. [10476/00]

Under the terms and conditions of the national scheme of installation aid, an applicant must fulfil the occupational skill and competence requirements at the date of first setting up in farming or, at the latest, within two years from that date. The applicant named was set up in farming in 1995 but did not achieve the standard of skill and competence until 1998. As this was outside the two year time limit allowed, the applicant did not meet the terms and conditions and, accordingly, the application is ineligible under the scheme.
