18 Mr. Coveney asked the Minister for Foreign Affairs the plans, if any, he has to introduce legislation to commit Ireland to the 0.7% of GNP contribution to world hunger sought by the UN. [12845/00]

47 Mr. Bell asked the Minister for Foreign Affairs when it is expected that Irish overseas development aid will reach the target of 0.45% of GNP and the UN target of 0.7% of GNP set in An Action Programme for the Millennium; and if he will make a statement on the matter. [13063/00]

I propose to take Questions Nos. 18 and 47 together.

As Deputies will be aware from replies to previous questions, we are at present considering a set of proposals on development aid policy and administration which I hope to submit shortly to Government. We are fully committed to steady and substantial increases in the aid budget. It is intended that the new proposals will allow us to reach the UN target for aid allocations within a specific and realistic time frame. This will be decided in the context of the requirement to ensure that all aid expenditure also meets quality targets of accountability and effectiveness.
While I have not reached a final conclusion on the question, I am not convinced of the need for legislation on the matter.
