Written Answers. - Urban Renewal Schemes.

164 Mr. Durkan asked the Minister for Finance if it is his intention to extend the special tax designation status to further towns and villages in County Kildare; and if he will make a statement on the matter. [14510/00]

Designation for urban renewal and town renewal tax incentive purposes is a matter for the Minister for the Environment and Local Government in the first instance. Designation under the proposed new town renewal scheme will be on the basis of town renewal plans prepared for priority areas identified by local authorities. An expert advisory panel, established by the Minister of State with responsibility for housing and urban renewal, Deputy Molloy, will assess the town renewal plans and make recommendations to the Minister in relation to the designation of particular areas. I have been informed by that Minister that town renewal plans have been received in respect of Kilcullen, Castledermot, Rathangan, Kilcock and Monasterevan. The expert advisory panel is in the process of examining more than 100 town renewal plans as submitted by the relevant local authorities. The panel is expected to make its recommendations as to the areas it considers suitable for tax designation to the Minister for the Environment and Local Government in the coming months.

165 Mr. Durkan asked the Minister for Finance the number and location of towns or villages in County Kildare which have so far benefited from special tax designation status; and if he will make a statement on the matter. [14511/00]

A total of three towns have been designated for urban renewal in County Kildare. Newbridge was designated under the 1994 urban renewal scheme, while Kildare town and Athy are designated under the 1999 urban renewal scheme.

166 Mr. Durkan asked the Minister for Finance the number of locations throughout the country which have been the recipient of special tax designation status; the number and location of any planned; and if he will make a statement on the matter. [14512/00]

Parts of the following urban areas were designated under the 1986 urban renewal scheme: Athlone, Castlebar, Dublin, Dundalk, Kilkenny, Letterkenny, Limerick, Sligo, Tralee, Tullamore, Wexford, Tallaght, Cork, Waterford, Galway, Ballina, Bray, Carlow, Clonmel, Drogheda, Ennis, Longford, Portlaoise and Ballymun.

The Temple Bar area in Dublin was designated under the 1991 Finance Act.

Parts of the following urban areas were designated under the 1994 urban renewal scheme: Athlone, Castlebar, Dublin, Dundalk, Kilkenny, Letterkenny, Limerick, Sligo, Tralee, Tullamore, Wexford, Cork, Galway, Waterford, Ballina, Bray, Carlow, Clonmel, Drogheda, Ennis, Longford, Portlaoise, Tallaght, Ballymun and Cobh.

The following resort areas were designated under the seaside resort scheme, as provided for in the 1995 Finance Act: Kilkee, Lahinch, Youghal, Clonakilty, Bundoran, Salthill, Ballybunion, Clogherhead, Achill, Westport, Laytown/Bettystown/Mosney, Enniscrone, Tramore, Courtown and Arklow.

The following areas were designated in the 1995 Finance Act under the enterprise areas scheme: East Wall, Macken Street/Grand Canal Street, Dublin, Spring Lane, Blackpool, Dublin Street, Kilnap, Fitz's Boreen, Cork and Westside, Galway.

The following islands were designated for tax relief in the 1996 Finance Act: Bere, Clear, Dursey, Hare, Long, Sherkin, Whiddy, Arranmore, Inishbofin, Inishfree, Tory, Inisheer, Inishmann, Foynes, Claggan, Clare, Inishbiggle, Inishcottle, Inishlyre, Inishturk and Coney.

The following areas were designated in the 1997 Finance Act under the enterprise areas scheme: Cherry Orchard/Gallanstown, part of Finglas, Dublin, Rosslare Harbour, County Wexford.

The 1997 Finance Act also provided for the designation by ministerial order of areas immediately adjacent to the following regional airports: Cork, Donegal, Galway, Kerry, Knock, Sligo and Waterford. Two of the regional airports, Cork and Knock, were subsequently designated for tax relief.

The 1998 Finance Act provided for the designation of the following areas under the rural renewal scheme: all of counties Leitrim and Longford, 38 district electoral divisions in west County Cavan, 77 district electoral divisions in north County Roscommon and 35 district electoral divisions in south and east County Sligo.

The following towns and urban areas had integrated area plans approved for designation under the 1999 urban renewal scheme: Carlow, Shannon, Cork city docks area, Blackpool/Shandon, Mallow, Passage West/Glenbrook, Bandon, Cobh, Buncrana, Ballymun, HARP area, Inchicore/Kilmainham, Liberties/Coombe, Millenium/O'Connell Street, Dunlaoghaire/ Rathdown, Balbriggan, Tallaght, Clondalkin, north Blanchardstown, Tuam, Galway, Tralee, Athy, Kildare, Kilkenny, Portlaoise, Limerick, Newcastle West, Longford, Drogheda, Dundalk, Ballina, Navan, Monaghan, Birr, Tullamore/Clara, Sligo, Roscrea, Thurles, Carrick-on-Suir, Tipperary, Waterford, Dungarvan, Athlone, Mullingar, New Ross, Wicklow and Arklow.

Town renewal plans in respect of the following towns and villages have been submitted to the Department of the Environment and Local Government: Hacketstown, Muinebheag, Tullow, Tinnahinch/Craignamanagh, Cavan, Cootehill, Baileborough, Ballyjamesduff, Scarriff, Sixmilebridge, Kilrush, Miltown Malbay, Ennistymon, Cloyne, Skibbereen, Charleville (Rathluirc), Doneraile, Kanturk, Bantry, Fermoy, Moyville, Ardara, Ramelton, Ballyshannon, Ballybofey-Stranorlar, Portumna, Headford, Loughrea, Clifden, Ballygar, Listowel, Castelisland, Killorglin, Caherciveen, Kilcullen, Castledermot, Rathangan, Kilcock, Monasterevan, Callan, Castlecomer, Thomastown, Urlingford, Pilltown, Mountrath, Rathdowney, Portarlington, Mountmellick, Abbeyfeale, Castleconnell, Croom, Kilmallock, Rathkeale, Carlingford, Ardee, Dunleer, Castlebellingham, Ballinrobe, Belmullet, Claremorris, Foxford, Newport, Oldcastle, Duleek, Kells, Trim, Ashbourne, Clones, Castleblaney, Ballybay, Clara, Ferbane, Edenderry, Banagher, Roscommon, Rosses Point, Bellaghy-Charlestown, Strandhill, Nenagh, Templemore, Borrisokane, Littleton, Cashel, Killenaule, Cahir, Fethard, Cappoquin, Portlaw, Kilmacthomas, Tallow, Kilbeggan, Castlepollard, Moate, Ferns, Bunclody, Taghmon, Gorey, Dunlavin, Rathdrum, Carnew, Baltinglass and Tinahely.
