Written Answers. - Non-National Roads.

Question:

240 Mr. Stanton asked the Minister for the Environment and Local Government if it is Government policy that householders who live on minor public roads and public roads that are cul-de-sacs should, in order to ensure that roadways are surfaced, be obliged to pay a contribution towards same; if he has issued any guidelines in this regard; and if he will make a statement on the matter. All local authorities were requested in 1994 to investigate the potential to promote and harness community support for certain non-national road works in their areas and guidelines for this purpose were set out in circular RW 4/94 from my Department; a copy of this circular is in the Oireachtas Library.

Local authorities have subsequently been reminded each year in the context of the notification of non-national road grant allocations that they should continue to seek such involvement in improvement and maintenance work on suitable non-national roads. As in previous years, a portion of the 2000 discretionary grant allocation may be reserved by authorities for eligible schemes and up to 7.5% of a county council's restoration programme grant may be set aside for community involvement schemes. In 1999, up to 18 county councils were operating these schemes.
