Dinny McGinley

Question:

143 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when 1999 cattle headage payment will be made to a person (details supplied) in County Donegal. [15110/00]

Payment of the grant under the 1999 cattle headage scheme to the per son named cannot be considered further until, as explained in my reply to Parliamentary Question No. 113 of 12 April 2000 on this matter, he has his herd tested and has surrendered his cattle identity cards to his local district veterinary office as required under the Disease of Animals Act, 1966.

Question:

144 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the reason the refund of an overpayment has been requested from a person (details supplied) in County Limerick for a 1996 headage payment in view of the fact the applicant is currently in receipt of farm retirement pension. [15165/00]

The person named applied on five cows and one other animal under the 1996 cattle headage scheme but listed 15 animals on the application form. Five of the animal tag numbers were duplicated and, therefore, were not eligible for payment. While he applied on six animals he was paid on the remaining ten animals, resulting in an overpayment of £93.20.

Regulations provide that overpayments under the headage and premia schemes may be recouped from the next payment entitlements due under these schemes. In this case, an amount of £35.00 was recouped on 14 October 1997 and £28.65 was recouped on 18 May 1998 from his grants under the agrimonetary compensation for suckler cows which left an amount of £29.55 outstanding.

Since joining the farm retirement scheme the person named is no longer an applicant under the headage and premia schemes and, consequently, my Department wrote to him on 2 May 2000 advising him of the remaining debt and requesting that he arrange to forward the amount outstanding directly to my Department.

Question:

145 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive the remainder of his 1999 headage and premia entitlements in view of the fact that he submitted maps verifying his right to claim the land over five weeks ago. [15185/00]

The 1999 area aid application of the person named has been fully processed and any payments due will issue as soon as possible.

146 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will be paid his installation aid grant in view of the fact that all information requested has been submitted and he was promised payment some time ago. [15186/00]

The application under the scheme of installation aid cannot be further processed until essential documentation requested from the person named has been submitted to my Department. Following receipt of this documentation and on the basis that the documentation will enable determination of eligibility, the application will then be processed for payment at an early date.
