Question:

140 Mr. Perry asked the Minister for Agriculture, Food and Rural Development if he will intervene on a person's behalf (details supplied) in County Sligo and rescind the decision made and grant him the quota, in view of the fact that he was not aware of the regulations and taking into consideration the points outlined in the correspondence (details supplied); if he will make a favourable decision; and if he will make a statement on the matter. Under the EU Regulations governing the suckler cow quota regime, herdowners holding quotas greater than 25 may only lease a minimum of three premium rights per transaction.

The person named sought to lease a quota for one premium right from a herdowner holding a quota for 30 premium rights. As the quota being leased is less than the minimum allowed, the transaction cannot be processed.

The rules for leasing quota, including the requirement described above, are clearly set out on the leasing form signed by both the lessor and lessee.
