I propose to take Questions Nos. 20, 26, 45, 46 and 59 together.

I am currently engaged in a series of discussions with my Government colleagues with a view to bringing proposals before the Government in time for decisions in relation to a new and significant programme of decentralisation being taken by the end of next month. In view of these ongoing deliberations it would be inappropriate of me to comment on the likelihood of any particular Government Department, office or agency or any specific centre featuring in the forthcoming programme.

My Department is also involved in discussions with the staff unions and I intend to meet all of the unions involved before I finalise proposals for presentation to the Government.
