Question:

110 Mr. Howlin asked the Minister for Education and Science the plans he has in regard to the re-establishment of the Advisory Committee on Deaf Education; the proposed terms of reference of that committee and its composition; and if he will give an undertaking that at least 50% of its members will be drawn from the deaf community. It is my intention to establish a representative advisory committee to offer guidance to my Department on a range of key issues relating to the future education of deaf children, including the issue of sign language.

I am aware of the debate concerning the best method of teaching deaf children and the changes in methods that have occurred over the years. It is acknowledged that no single method of communication is suitable to all deaf students. In this context, the assessed needs of the individual child are of central importance, when, in consultation with the child's parents, decisions are being made regarding appropriate educational provision.

While final decisions regarding the terms of reference and membership of the proposed advisory committee have not yet been taken in my Department, it would be my intention that the committee will give adequate representation to all those involved in the delivery of education services for the hearing impaired and in particular, members of the deaf community.
