322 Mr. Penrose asked the Minister for the Environment and Local Government the time periods which must elapse before a person, who held a full driving licence but who failed to renew it after its expiry date, is compelled to undergo a driver competency test; and if he will make a statement on the matter. [21926/00]

An application to renew a lapsed driving licence may be submitted without a certificate of competency if a person makes such application within a period of ten years from the date of expiry of the previous driving licence. After ten years has elapsed a person must apply for a provisional licence and undergo the driving test in order to obtain a driving licence.
