Question:

70 Mr. Durkan asked the Minister for Public Enterprise her preferences in the context of the loop unbundling process; and if she will make a statement on the matter. [22789/00]

As I made clear at the Council of Telecommunications Ministers meeting held in Luxembourg on 3 October 2000, I support proposals to unbundle the local loop provided they ensure that all operators, including the incumbent, are treated fairly and that, in particular, the incumbent operator is guaranteed a reasonable rate of return on its investment.

I believe that, following the amendments made to the draft regulation by the Council and by the European Parliament's industry committee, the proposals achieve these aims and will help ensure that there is fair and sustainable competition in this area.
