118 Mr. Perry asked the Minister for the Environment and Local Government if he will consider refunding all the VAT on the purchase of a new home for first time buyers in view of the fact that this measure would reduce the cost of a £100,000 house by £11,000 and taking into consideration the fact that the £3,000 first time buyer's grant has not increased despite rising inflation; and if he will make a statement on the matter. The issue of changes to the VAT system is a matter for the Minister for Finance.

Regarding the first time buyer's new house grant, I have no proposals to increase the level of the grant as any increase would, in current market circumstances, be likely to be absorbed in higher prices.
