233 Mr. Allen asked the Minister for Health and Children if he will introduce legislation to allow the introduction of a primary care scheme by the VHI. [23602/00]

Under current legislation it is open to VHI to operate primary care insurance schemes. Changes to the health insurance regulatory framework, proposed under the Health Insurance (Amendment) Bill, 2000, are aimed at facilitating greater interest by insurers in this relatively underdeveloped sector of the market. The Bill provides that insurers shall be free from regulatory requirements in relation to the rating of premiums for such products.
