324 Mr. Gormley asked the Minister for Justice, Equality and Law Reform the reasons for the delay in the garda investigation of both written and verbal complaints received by the Garda since July 2000 in connection with the apparent alteration of planning file documents of Wicklow County Council relating to the road realignment and rezoning at Hempstown, Blessington, County Wicklow; and the way in which these altered documents were introduced at a statutory meeting of the Wicklow County Council on 10 July 2000 apparently to mislead the Council on a statutory vote. I am informed by Garda authorities that this matter was investigated by the Blessington Garda from July 2000, and that the Garda was in constant contact with the complainant over this period. I understand that the investigation uncovered no evidence of criminal intent and therefore no breach of the criminal law.
