Question:

304 Mr. O'Flynn asked the Minister for the Environment and Local Government his views on whether the recent call by the OECD to require compulsory installation of water meters in all new homes should be left to local councils to decide democratically. [27260/00]

The Local Government (Financial Provisions) Act, 1997, specifically precludes local authorities from making a charge for a supply by them of water for domestic purposes. In these circumstances I do not consider it appropriate to require the installation of water meters in new housing units and I am not aware of any local authority making this stipulation.
