Question:

1281 Mr. O'Shea asked the Minister for Education and Science the proposals he has to allow people who are in part-time employment to qualify for VTOS courses; and if he will make a statement on the matter. [2196/01]

In order to be eligible for VTOS, one must be over 21 years of age and be in receipt of one of the qualifying payments for at least 156 days.

VTOS is a full-time programme. VTOS students can take up summer work, and may work part-time if it does not interfere with their course, without affecting their allowances.

The back to education initiative, as set out in the recent White Paper on Adult Education, proposes to expand VTOS, PLC and Youthreach programmes on a part-time basis. The intention is that the new initiative will provide flexibility in the provision of programmes to meet the demands of adults wishing to return to education and training.

This initiative also aims to provide a re-entry route for those in the workplace who wish to upgrade their skills in line with emerging needs. The back to education Initiative envisages that those who are in the workplace will pay fees, unless they are holders of family income supplement, means-tested welfare payments, medical cards, or dependants of such people.
