The Report of the Steering Group on the Efficiency and Effectiveness of the Garda Síochána recommended putting in place a review to determine the Garda structures, work process and systems needed to achieve greater levels of efficiency and effectiveness.
In December 2000 consultants were recruited to carry out this review. The scope of the project requires the consultants to: (i) develop the HQ and Regional Organisation Structures; (ii) review the HQ specific and core role functions; (iii) review the roles of ranks; and (iv)develop criteria in relation to stations.
In completing its work programme the consultants will be required to evaluate a range of specified options for change and to make clear recommendations. A clear implementation plan is also required as an integral part of a final report.
The final report will include appropriate functions of HQ and Regions; a process for devolution; roles and responsibilities; the impact of structures on physical infrastructure and service delivery; and change management issues.
The consultants will complete their work in the autumn of 2001 when their report will be presented to the Garda SMI Steering Group.
