Question:

56 Ms O'Sullivan asked the Minister for Public Enterprise about the outcome of the EU Council of Ministers' meeting on 22 December 2000 regarding postal services in the European Union; the steps she took at the meeting; her plans to ensure the continued availability of a universal postal service and a network of local post offices; and if she will make a statement on the matter. The EU Council of Ministers' meeting on 22 December 2000 failed to reach a common position on a proposal for a directive amending Directive 97/67 EC with regard to the further opening to competition of Community postal services.

As I have stated on previous occasions, a fundamental requirement in my consideration of the draft directive was to ensure that a universal high quality postal service for all users is maintained. While I am in favour of gradual and progressive liberalisation of the postal sector, it was also my intention to ensure that this should not have a negative impact on Government policy to retain and develop the post office network.
These were, and will remain, my primary considerations in future discussions on the proposed directive at Council.
